BRIEF BIOGRAPHY OF SPEAKER:
Dr Tan See Leng has served as Singapore’s Minister for Manpower since May 2021, and was appointed Minister-in-charge of Energy and Science & Technology in the Ministry of Trade and Industry in May 2025. He previously held appointments as Minister in the Prime Minister’s Office and Second Minister for Manpower and Trade and Industry.
As Minister for Manpower, Dr Tan championed a more inclusive workforce through the expansion of the Progressive Wage Model, stronger protections for platform workers, and the Workplace Fairness Act. He also improved housing, healthcare, and well-being for migrant workers.
At the Ministry of Trade and Industry, he led efforts to stabilise electricity supply during the global energy crunch and advanced alternative low-carbon energy initiatives, including solar, hydrogen, and regional electricity imports.
Before entering politics, Dr Tan was Group CEO and Managing Director of IHH Healthcare Berhad and Parkway Pantai Limited, and founded Healthway Medical Group.
